Igor Khudokormov, a former military officer, is the founder of Prodimex Group, the largest sugar producer in Russia with 14 refineries. In the 1990s he and his partners, also former military officers, started a sugar import business before snapping up several sugar plants during Russia's privatization. His Prodimex Group also owns 900,000 hectares of agricultural land.
